The Monrovia City Council adopted Ordinance No. 2011-05 which approved the regulations for massage practitioners and related businesses. The City's regulations have three basic areas of review:
All massage practitioners doing business in Monrovia are required to be certified by the California Massage Therapy Council (CAMTC). Additionally, most businesses providing massage services are required to receive some type of zoning entitlements (there are a few exceptions).

Contact a City Planner-in person, over the phone, or by email -your choice. The Planner can discuss the regulations, fees, areas where massage businesses are permitted and the approvals that will be required.
Submit required applications - your project Planner will guide in which application(s) will be needed.
