Who doesn't love a good massage?

If you are a massage practitioner or a business owner looking to offer massage services to your customers, you've come to the right place.  The information on this page is intended to give you the tools that will guide you through the process.

The Monrovia City Council adopted Ordinance No. 2011-05 which approved the regulations for massage practitioners and related businesses.  The City's regulations have three basic areas of review:

  • Certification of the massage practitioner
  • Zoning entitlements
  • Approval of the massage establishment

 

The Massage Regulation Overview provides a summary of the provisions.  All regulations are contained in the ordinance which is incorporated in Chapter 5.24 and Title 17.44.105 of the Monrovia Municipal Code.

All massage practitioners doing business in Monrovia are required to be certified by the California Massage Therapy Council (CAMTC).  Additionally, most businesses providing massage services are required to receive some type of zoning entitlements (there are a few exceptions).

The Planning Staff is here to help you through the process.  The following steps will assist you:


  1. Review the Massage Regulations Overview to get a better understanding of the regulations and requirements.
  2. Contact a City Planner-in person, over the phone, or by email -your choice.  The Planner can discuss the regulations, fees, areas where massage businesses are permitted and the approvals that will be required.
  3. Submit required applications - your project Planner will guide in which application(s) will be needed.
  4. Massage away! (Once all approvals are in place, of course.)
