City of Monrovia's Proposed Commercial Recycling Program The City of Monrovia is currently reviewing its existing business solid waste and recycling program in preparation for recommending program changes. The goal of this process is to develop a revised business and trash recycling program to meet regulatory requirements, local environmental policy (Monrovia Environmental Accords), the City Council's Solid Waste Planning Goals and address reduced disposal capacity due to the pending closure of the Puente Hills Landfill.
Regulatory Requirements: Assembly Bill 32, the California Global Warming Act of 2006, requires several measures to reduce greenhouse gas emission to 1990 levels by 2020. On of these measures is a Mandatory Commercial Recycling program.
Solid Waste Planning Goals: City Council has identified five solid waste planning goals to guide any future programs;
1. Long-term Cost Containment - to keep the solid waste rates charged to ratepayers competitive and stable over time. 2. Long-term Disposal Assurance - to ensure access to adequate and cost-effectivedisposal capacity for the long term. 3. Commitment to Waste Diversion - to support residents and businesses inconserving landfill space and in making the most efficient use of natural resources. (This goal is in alignment with the following Monrovia Environmental Accords) 4. Provide Quality Customer Service - ensure customers receive reliable service and any questions, concerns or special request they may have are addressed promptly in a satisfactory manner. 5. Efficient Franchise Administration - maintain an appropriate level of oversight over its solid waste system while minimizing the administrative workload.
Monrovia Environmental Accords: Adopted in 2007, the Monrovia Environmental Accords sets twenty-one goals covering seven resource areas including greenhouse gas emission reduction, waste reduction and recycling: - Action Item 3 - to reduce greenhouse gas emissions by 25% by 2030 - Action Item 4 - to achieve 75% diversion to waste disposal by 2015 - Action Item 6 - "to implement user-friendly" recycling and composting programs
Puente Hills Landfill Closure: The largest landfill in Los Angeles County, the Puente Hills Landfill is set to close in 2013. Its closure will cause a significant reduction in local landfill disposal capacity. Alternative long-term capacity needs to be secured prior to its closure to ensure disposal capacity for business.
